An act to add new §§ 80.39, 80.39.1, 80.39.2 and 80.39.3 to article 2, chapter 80, title 9, guam code annotated, relative to empowering the courts of guam to depart from applicable mandatory minimum sentences under specific conditions, to be known as “the justice safety valve act of 2013”; and to require reporting of departures to the judicial council and on the world wide web.

AN ACT TO AMEND § 41006 AND SUBSECTIONS (a)(4) AND (a)(5) OF § 41004 OF ARTICLE 10, CHAPTER 4 OF TITLE 12, GUAM CODE ANNOTATED, RELATIVE TO AMENDING THE REQUIREMENT THAT THE GUAM HOUSING CORPORATION APPROPRIATE A FIXED AMOUNT OF FIVE HUNDRED THOUSAND DOLLARS ($500,000) FROM ITS ANNUAL OPERATING REVENUE TO ENSURE A RESERVE BALANCE OF THE SAME AT THE BEGINNING OF EACH FISCAL YEAR; TO AMENDING THE TIMELINE WITH RESPECT TO THE ANNUAL AUDIT OF THE HOUSING TRUST FUND TO COINCIDE WITH THAT OF THE GUAM HOUSING CORPORATION’S ANNUAL AUDIT; AND TO CLARIFYING CERTAIN PROVISIONS OF A GRANT DEED BETWEEN THE GUAM HOUSING CORPORATION AND MAEDA PACIFIC CORPORATION.

An act relative to appropriating the sum of two million three hundred thousand dollars ($2,300,000) to the Guam Visitors Bureau for safety related capital improvement projects in Tumon and the hosting of the Festival of Pacific Arts, and the sum of one million three hundred thirty‐seven thousand dollars ($1,337,000) to the Guam Police Department, the Department of Public Works, and the Guam Fire Department for security measures for the Festival of Pacific Arts.

An act to add a new § 75125 to chapter 75 of title 21, guam code annotated, relative to designating a portion of lot 5133-1-2, municipality of tamuning, consisting of 1,024± square meters, as a biodiversity conservation easement for the purpose of providing an area for the promotion of biodiversity.

An act to amend subsection (a) of § 30101, and to add new §§ 30109, 30110 and 30111, all of chapter 30 of title 11, guam code annotated, relative to reducing the hotel occupancy tax rates for bed and breakfasts, and to authorizing the director of revenue and taxation or his designee to enter into tax collection agreements with transient accommodations brokers; to amend subsection (jj) and to add a new subsection (kk) of § 61103 of article 1, to amend § 61304(b) and § 61305(b) of article 3, and to add a new sub-article 1 and a new sub-article 2 to article 1, all of chapter 61 of title 21, guam code annotated, relative to clarifying the definition of a bed and breakfast, to establishing conditional use of bed and breakfasts and short-term vacation rental units, to authorizing short-term vacation rental units on guam, and to providing such requirements as are necessary and proper for the operation of bed and breakfasts and short-term vacation rental units on guam; and to add a new § 51112 to chapter 51 of title 18, guam code annotated, relative to establishing civil penalties for owner-proprietors leasing real property as a lodging facility and operating without the proper licenses.

An act to disapprove the proposed rules and regulations governing “The Joaquin (KC) Concepcion II Compassionate Cannabis Use Act of 2013.”

AN ACT TO APPROPRIATE FUNDS FROM THE FISCAL YEAR 2016 FUND BALANCE OF THE TOURIST ATTRACTION FUND TO THE GUAM VISITORS BUREAU FOR GUINAHAN FAMAGU'ON CORPORATION FOR THE PRINTING AND DISTRIBUTION OF CHAMORU LITERATURE FOR SCHOOLCHILDREN.
