AN ACT TO TEMPORARILY WAIVE THE PAYMENT OF BUSINESS LICENSE FEES FROM OCTOBER 1, 2020 TO SEPTEMBER 30, 2022, AND TO ALLOW FOR A BUSINESS LICENSE FEE CREDIT FOR BUSINESSES WHO PAID THEIR LICENSE FEES PRIOR TO THE ENACTMENT OF THIS ACT; AND TO CITE THIS ACT AS THE "BUSINESS ASSISTANCE ACT OF 2021."

AN ACT TO ADD A NEW § 90.50 TO ARTICLE 1 OF CHAPTER 90, TITLE 9, GUAM CODE ANNOTATED, RELATIVE TO PROVIDING INDIGENT INMATES AND INDIGENT DETAINEES THEIR CONSTITUTIONAL RIGHT TO LEGAL REPRESENTATION AND CREATING THE INMATE PHONE ACCESS FUND; AND TO CITING THIS ACT AS THE "INMATE PHONE ACCESS ACT OF 2021."

AN ACT TO REPEAL §§ 29168 AND 29169 OF CHAPTER 29, TITLE 21, GUAM CODE ANNOTATED, RELATIVE TO ELIMINATING THE REQUIREMENT THAT ANY DEED OR INSTRUMENT CONVEYING REGISTERED LAND IN TRUST UPON CONDITION OR UPON LIMITATIONS CONTAIN THE WORDS "WITH POWER OF SALE" IN ORDER TO EMPOWER THE TRUSTEE OR TRANSFEREE OF SUCH REGISTERED LAND TO DEAL WITH THE SAME WITHOUT COURT ORDER.

AN ACT TO ADD A NEW ARTICLE 13.2 TO CHAPTER 1 OF DIVISION 1, TITLE 5, GUAM CODE ANNOTATED, RELATIVE TO ESTABLISHING THE "GUAM WORLD WAR II RECONCILIATION ACT OF 2021" TO COMPENSATE CLAIMS OF THE GREATEST GENERATION OF GUAM FOR THE ATROCITIES SUFFERED DURING THE WORLD WAR II OCCUPATION OF GUAM.

AN ACT TO ADD A NEW CHAPTER 54 TO TITLE 17, GUAM CODE ANNOTATED; AND AMEND SECTION 1 (g)(10) OF CHAPTER V OF PUBLIC LAW 36-54, RELATIVE TO BUILDING UP GUAM’S HEALTHCARE CAPACITY; AND TO CITE THIS ACT AS THE “BIRÃDA ACT”.

AN ACT TO AMEND § 18128(a), AND ADD A NEW § 18128(a)(2)(A) AND A NEW § 18128(a)(2)(B) OF CHAPTER 18, TITLE 10, GUAM CODE ANNOTATED, RELATIVE TO AMENDING THE REQUIREMENTS FOR A LICENSE TO OPERATE SCHOOLS THAT TEACH COSMETOLOGY, BARBERING, MANICURING OR NAIL TECHNOLOGY, ESTHETICS, ELECTROLOGY, OR HAIR STYLING; AND ESTABLISHING AN INTERIM LICENSE FOR THE SCHOOLS SEEKING ACCREDITATION.

AN ACT TO ADD A NEW ARTICLE 8 TO CHAPTER 3 OF TITLE 22, GUAM CODE ANNOTATED, RELATIVE TO ELIMINATING DISCRIMINATION AND PROMOTING WOMEN’S HEALTH AND ECONOMIC SECURITY BY ENSURING REASONABLE WORKPLACE ACCOMMODATIONS FOR WORKERS WHOSE ABILITY TO PERFORM THE FUNCTIONS OF A JOB ARE LIMITED BY PREGNANCY, CHILDBIRTH, OR A RELATED MEDICAL CONDITION; AND TO CITE THIS ACT AS “THE PREGNANT WORKERS FAIRNESS ACT”.

AN ACT TO ADD A NEW § 80129 TO CHAPTER 80 OF TITLE 5, GUAM CODE ANNOTATED, RELATIVE TO THE ACQUISITION OF LIBRARY BOOKS, E-BOOKS, AUDIOBOOKS, DIGITAL PUBLICATIONS, NEWSLETTERS, SOFTWARE, AND ANY OTHER PUBLICATIONS DEEMED NECESSARY BY THE GUAM PUBLIC LIBRARY SYSTEM.

AN ACT TO AMEND § 5007 OF SUBARTICLE A, ARTICLE 1, CHAPTER 5, TITLE 5, GUAM CODE ANNOTATED, RELATIVE TO AMENDING THE EXEMPTION TO THE POLICY AGAINST ADVANCED PAYMENTS TO INCLUDE THE GUAM PUBLIC LIBRARY SYSTEM.
