Relative to expressing the utmost support of the people of Guam for House Resolution 279, acknowledging that the United States Supreme Court’s decisions in the Insular Cases and the “Territorial Incorporation Doctrine” are contrary to the text and history of the United States Constitution and rest on racial views and stereotypes from the era of Plessy v. Ferguson that have long been rejected and are contrary to our nation's most basic constitutional and democratic principles, and should also be rejected as having no place in United States constitutional law.

Kelly as the 14th Supreme Knight of the Knights of Columbus as he serves as the Chief Executive Officer and Chairman of the Board of the world’s largest Catholic Fraternal Service Organization, with more than 2 million members; and to extend our island’s commendation to the 2021-2022 Guam Knights of Columbus State Council comprising of councils and assemblies island wide; and to further expressing to the Knights of Columbus “Un dångkolo na Si Yu’os Ma’åse” for the Knight of Columbus’ exemplary services and contributions globally, and to the island and the people of Guam.
